Description of job tasks:
1/ Under the authority of the Executive Director, to supervise the activities of the
Administrative Unit, which is notably responsible for the procurements, staff affairs and
reprographics of the Executive Secretariat, in accordance with the Agreement, the Rules of
Procedure and the Staff Regulations.
2/ Under the authority of the Executive Director, to supervise the activities of the IOC
Technical Cooperation Unit, which chiefly entail drawing up solutions to problems in the
sector in order to contribute to the modernisation of olive growing, olive oil production and
the olive oil and table olive industry with a concern for sustainable development, and
proposing necessary measures for the harmonisation of the standards relating to trade in olive

& Assessment Unit, which chiefly entail drawing up the market research and economic and

4/ Under the authority of the Executive Director, to supervise the activities of the IOC
Promotion Unit, which primarily entail activities to promote the consumption of olive oil and
table olives and to produce and disseminate publications and promotional material.

Ensure proper staff management and the efficient provision of services to meet the needs
of the Executive Secretariat
Ensure correct, secure management of data processing and communications
Secure, via his/her management, international technical cooperation in the olive sector
Safeguard the quality of olive oil and table olives by drawing up technical standards to
reduce potential fraud and assure quality
Consolidate and strengthen the role of the IOC as a documentation and information centre
on olive growing, national policies in the olive sector and the markets for olive products
Maintain an interactive relationship with the international organisations, agencies and
institutes involved with olive products and their world circulation
Expand international trade and promotion of olive products
REQUIREMENTS TO BE MET BY APPLICANTS
1. Eligibility requirements
Citizenship of a member country of the IOC 1 . However, on the grounds of the
geographical equilibrium provided for in the IOC Rules of Procedure, the European
Union does not envisage putting forward a candidate from one of its 27 Member
States
University qualifications officially recognised by the State where the qualifications are
issued (required level: completed secondary school studies + five years’ university
studies or equivalent)
At least 10 years’ experience in management posts relating to administration, technical
cooperation, economic studies and promotion, preferably in the
agricultural/economic/food sector
Perfect command of one of the two working languages of the IOC (English or French)
and of at least one of the other official languages of the Organisation 2
Good health
The member countries of the IOC are Albania, Algeria, Argentina, Croatia, Egypt, the European Union, Iran, Iraq, Israel, Jordan,
Lebanon, Libya, Morocco, Montenegro, Syria, Tunisia and Turkey.

Excellent communication and negotiating ability
Proven capacity to collaborate effectively within an international team, requiring both
cultural flexibility and a team-spirited approach
Proven capacity in managing, planning workflow, coordinating and motivating a team
Adequate knowledge of financial procedures would also be an asset
Applicants must submit their university qualifications/diplomas and any other appropriate
document in support of their application to the authorities of their country. Solely the latter
authorities will be responsible for selecting and forwarding the name and dossier of their
candidate to the Chairperson of the IOC, with a copy for the Executive Secretariat.
SELECTION PROCESS (article 22 of the Rules of Procedure)
The International Olive Council opens the time limit for the presentation of candidacies for
the appointment of the new Deputy Director. The Chairperson will officially inform the
Members straight away via the Executive Secretariat and the IOC will publish a vacancy
Candidates must file their full dossier with the authorities of their country of citizenship (if in
doubt, they may do so with the Embassy of their country in Madrid which will see to the
transmittal of the dossier to the pertinent service in their country).
Each IOC Member will be responsible for selecting and notifying the name of their candidate
to the IOC Chairperson, with a copy for the Executive Secretariat, together with the full
dossier comprising the documentation in support of the candidacy by the deadline fixed by
The Executive Secretariat will transmit this information in full to the other Members, on the
instructions of the Chairperson.
A Selection Committee made up of the Heads of Delegation and the Executive Director,
assisted by an external expert consultant on staff selection, will meet within the 30 days
following the time limit set for the presentation of candidacies. The external consultant will
have checked beforehand that the candidates satisfy the eligibility requirements (including
their command of languages, which will be checked in an interview) and will have provided a
brief reasoned appraisal of each candidate. The committee will review the candidacies and
interview the candidates.
After the interviews, the committee will put forward an official written proposal to the
Members for the appointment of the new Deputy Director.
